| The Offices of CCA had a nascent beginning in the form of ‘DoT Cells’ within the new Corporate entity, by the name, Bharat Sanchar Nigam Limited (BSNL) that was brought into existence with effect from 1st October, 2000 to take over telecom operations of the Department of Telecommunication Services (DTS). One such cell were formed in each of the Telecom Circles in country. The Cell was to take care of retirement benefits of the employees of Department of Telecommunications (DoT) and Department of Telecommunication Services (DTS) those were allowed to be on deemed deputation for a period of five years to start with. The Cells subsequently gained their independent entities in the name of the offices of Controller of Communication Accounts (CCA). In the process the office of CCA, J&K come into existence to handle the retirement cases of J&K Telecom Circle of BSNL. Now the office besides settling the retirement cases as guaranteed under Pension Rule 37-A, deals with multifarious functions and activities as a field unit of the Department of Telecommunications. |
